HYDERABAD is now the sixth largest metropolitan city in India after Mumbai, Delhi, Kolkata, Chennai and Bengaluru. GREATER HYDERABAD MUNICIPAL CORPORATION (GHMC) is the third biggest municipal corporation after Greater Mumbai and Bengaluru.
GHMC was formed in April 2007 with the merger of erstwhile Municipal Corporation of Hyderabad and 12 adjoining municipalities. GHMC is spread over an area of 625 sq kms with a population of 67.32 lakhs as per 2011 census.
In the last three decades, civic elections were held in Hyderabad only three times–1986, 2002 and 2009—all on the directions of the State High Court. ALL INDIA MAJLIS-E-ITTEHAADUL MUSLIMEEN (AIMIM) emerged as single-largest party in 100-member MCH in 1986 and 2002. AIMIM retained this position in the old MCH limits (41 wards out of 100) though it ranked behind Congress and Telugu Desam Party in the 2009 GHMC polls.
Out of the 15 years of the elected body, AIMIM held the mayor’s post for eight years—during 1986-91 and 2012-2014. It was the vision of Salar-e-Millat Sultan Salahuddin Owaisi, who had given the slogan of “Sheher Hamara, Mayor Hamara” when elections were held to MCH in 1986.
The First AIMIM mayor of Hyderabad in 1986 was a Dalit, followed by two more Dalit brothers. Three other AIMIM mayors hailed from the minority community, including Mohammed Majid Hussain, who served as first AIMIM mayor of GHMC.
AIMIM has many achievements to its credit in Hyderabad’s premier civic body. Both during 1986-1991 and 2012-2014, AIMIM has endeavoured to transform Hyderabad into a metropolitan city to meet the civic needs of its burgeoning population. Under AIMIM’s stewardship, many initiatives were launched to improve the civic infrastructure in the twin cities which now include scores of new colonies and settlements. The GHMC sanctioned many new works and also ensured that the residents are not burdened with any hike in municipal taxes.
AIMIM always sought the cooperation and suggestions of all the political parties represented in the State capital’s prime civic body to achieve the goal of making Hyderabad a truly global city in terms of civic infrastructure and standards of living, even while preserving its rich cultural and historical heritage.
As the GHMC goes to the polls to elect a new body on 2nd February 2016, AIMIM has many ambitious plans on the anvil to ensure that all basic civic amenities are provided to every section of the citizens without burdening them with tax hikes. However, no effort will be spared to ensure that the GHMC realizes every rupee of tax that it should legitimately get from the citizens for the services they use.
AIMIM has the vision and mission to make Hyderabad a world class city and in this direction it is making all-out efforts in every field—housing, poverty alleviation, development of infrastructure in all aspects of municipal activity and to make Hyderabad City clean and green with a safe and secure environment.
A great challenge lies ahead of us to work for a comprehensive development of our city in the direction of making it a Model city in the world. As the key civic body of the city rendering number of services to the citizens, Greater Hyderabad Municipal Corporation has a historic responsibility to perform.
Last, but not the least, AIMIM is committed to ensure all-round development of the Old City, which is the heart and soul of Hyderabad, with its history dating back to 1591 when it was founded by Sultan Mohammed Quli Qutub Shah. The Old City is home to 25 lakh people.
AIMIM unveils its Hyderabad Action Plan for 2016-2021 and earnestly seek the support and cooperation of every citizen to help us in achieving the tasks set out for the GHMC over the next five years.
MEASURES FOR AUGMENTING THE CIVIC AMENITIES AND CIVIC INFRASTRUCTURE FOR THE CITIZENS IN GHMC
ROAD INFRASTRUCTURE
AIMIM will take up comprehensive civic infrastructure development in GHMC by incorporating the components of Greater Hyderabad Development Programme (GHDP) approved by GHMC and the Strategic Road Development Plan formulated by the State Government. Under the GHDP and SRDP, new multi-level flyovers, grade separators, skyways, elevated corridors, junction improvement works, foot over bridges, subways, multi-level parking lots, service roads, and road widening and peripheral road works are envisaged.
AIMIM will ensure expeditious completion of Old City Package, Charminar Pedestrianisation Project and Mir Alam Tank beautification and development project.
TRAFFIC & TRANSPORTATION
AIMIM will facilitate expeditious implementation of Hyderabad Traffic Integrated Management System (H-TRIMS) project to ease traffic congestion.
AIMIM will facilitate construction of more bus shelters and bus bays. AIMIM opposes the government diktat to GHMC to bear the losses on TSRTC City Bus Services.
STREETLIGHTING
AIMIM will ensure replacement of the existing streetlights with energy efficient (LED) lights and computerised control and provision of modern streetlights in the uncovered localities.
SANITATION & STORM WATER DRAINS
AIMIM will revamp the solid waste management and construction and demolition waste management (garbage and debris clearance) with more mechanical sweeping units, modern transfer stations, waste-to-energy projects, C&DW processing plants etc.
AIMIM will focus on desilting and widening of existing nalas (major storm water drains) and laying of new nalas in the peripheral areas (beyond erstwhile MCH limits). An attractive compensation package will be offered to those affected by nala widening and construction works. New storm water drains will be taken up in the unserved areas.
WATER PURIFICATION
AIMIM will seek installation of 1,500 RO (Reverse Osmosis) water plants in the slums and poor localities in GHMC to provide clean drinking water to the residents.
AIMIM will promote rain-water harvesting to improve ground water availability.
FOOD AT RS 5 FOR POOR
AIMIM will give a fillip to Food scheme, which has been introduced in the year 2014, by opening new food centres at various locations to provide hygienic food at subsidised rate of Rs 5 to poor persons in GHMC.
PUBLIC FACILITIES
SLAUGHTER HOUSES
AIMIM will operationalise the modern slaughter houses at Ramnastpura, Gowlipura, Amberpet, New Bhoiguda and Jiaguda and rendering plant at Chengicherla.
MODERN MARKETS
AIMIM will facilitate construction of 250 modern (model) markets, including 10 fish markets, at different locations for the convenience of the public.
URBAN HEALTH CENTRES & PUBLIC HEALTH
AIMIM will seek strengthening of the existing 112 Urban Health Posts (primary health centres) and sanction of 33 more UHPs in GHMC to provide better medicare to the poor residents.
AIMIM will ensure that more entomology staff are deployed to take up effective fogging operations in mosquito-breeding places and water-stagnated points to avoid outbreak of malaria, dengue and other infectious fevers. AIMIM will also take up measures for control of stray animals.
MULTIPURPOSE HALLS
AIMIM will facilitate construction of 50 community function halls in all the 24 assembly constituencies in GHMC to provide affordable venues to the poor and middle classes for social functions.
PARKS, ENVIRONMENT & HERITAGE PROTECTION
AIMIM will focus on setting up of theme and amusement parks, city-level and colony parks, plantation of trees (Haritha Haram), heritage tourism works and Gateway of Hyderabad project on 14 major approaches (entry points) on district, state and national highways.
SPORTS PROMOTION
AIMIM will facilitate construction of mini-stadia and multi-purpose sports complexes in all assembly constituencies in GHMC and opening of new playgrounds and gyms in all the colonies and major localities. A scheme for offering sports fellowships in 18 disciplines will be implemented.
E-LIBRARIES
AIMIM will open 1,000 e-libraries as part of revival of reading rooms scheme.
PUBLIC CONVENIENCES
AIMIM will facilitate provision of 1,000 modern toilets (public conveniences) at different locations for the convenience of the public.
PROTECTION OF GRAVEYARDS
AIMIM will ensure protection and proper upkeep of graveyards, cremation grounds, cemeteries and electric crematoria in GHMC.
DISASTER MANAGEMENT PLAN
AIMIM will draw up a comprehensive disaster management plan for Hyderabad metropolitan area with focus on Fire services, monsoon emergency and disaster response teams and closer monitoring to mitigate the impact of natural and man-made disasters.
HAWKERS & STREET VENDORS
AIMIM will ensure implementation of the Hawkers Act to protect the livelihood of street vendors by earmarking hawker zones.
MEASURES FOR AUGMENTING THE SCHEMES FOR HOUSING, DEVELOPMENT AND WELFARE OF DIFFERENT SECTIONS OF CITIZENS IN GHMC
EMPLOYMENT PROMOTION & WELFARE
AIMIM will earmark more funds for women empowerment and livelihood promotion (formation of self-help groups–SHGs), skills training and entrepreneurial development programmes for youth and women, disabled welfare (VIKASAM) and senior citizen welfare (AASARA) schemes. More NIGHT SHELTERS will be opened for the street children and shelter less persons.
TWO-BEDROOM HOUSING & SLUM-FREE HYDERABAD
AIMIM will ensure implementation of 2BHK housing scheme to provide residential accommodation to all the poor families in GHMC. Funds under the central and state schemes will be tapped to take up expeditious construction of 2BHK housing units.
WARD DEVELOPMENT
AIMIM will earmark specific grants in GHMC budget for corporator ward development on the lines of Constituency Development Programme and MPLADS.
MEASURES FOR AUGMENTING THE STAFF STRENGTH AND FOR REORGANISING THE ADMINISTRATIVE SET-UP OF GHMC
AIMIM will take up the reorganisation of municipal circles in GHMC as per the scheme approved by GHMC and Telangana Government. The number of circles will be increased from 18 to 30 and the five zones will be reorganised.
AIMIM will ensure the recruitment of 2,607 additional staff in GHMC as per the scheme approved by Telangana Government. The recruitment will be completed in a time-bound manner.
AIMIM will also ensure immediate recruitment to fill up all the 2,750 vacant posts out of the 5,139 sanctioned posts in GHMC. The recruitment to fill up these vacancies will be taken up in a time-bound manner.
MEASURES FOR AUGMENTING THE REVENUES OF GHMC
AIMIM will seek higher quantum of funds for Hyderabad under the Smart Cities project and other schemes of the Government of India.
AIMIM will secure higher share of state taxes and state plan grants for Hyderabad from Telangana Government.
AIMIM will seek constitution of Telangana State Finance Commission to make recommendations on devolution of state taxes to the urban and rural local bodies in the State.
AIMIM will secure more financial powers for GHMC general body, standing committee and the GHMC commissioner.
AIMIM will seek early release of the outstanding 13th Finance Commission grants and prompt release of 14th Finance Commission grants to the GHMC.
MEASURES FOR PROVIDING ONLINE SERVICES TO THE CITIZENS, INCLUDING GRIEVANCE REDRESSAL MECHANISM, IN GHMC
AIMIM will recast the GHMC’s Citizens Charters and revamp citizens service centres besides implementation of schemes for digitization of all the services offered by the GHMC.
LIBERALISED BUILDING NORMS
AIMIM will seek further relaxation of the rules and norms for building permissions and rationalisation of rates of building permit fees, building development charges, betterment charges and external betterment charges to give a fillip to construction activity.
AIMIM will facilitate expeditious clearance of LRS and BPS applications filed under the 2015 and 2008 schemes.
AIMIM will seek measures for regulation of multiplexes, shopping complexes, hospitals and educational institution complexes.
FREEZE ON MUNICIPAL TAXES
AIMIM will ensure that there is no hike in property tax and trade license fees in GHMC for the next five years.
PROPERTY TAX WAIVER FOR POOR
AIMIM will seek expeditious implementation of the scheme for waiver of arrears of property tax on properties with annual rateable value up to Rs 4,100 and reduction of tax to Rs 101 per annum for these property owners henceforth.
MEASURES FOR BETTER COORDINATION WITH OTHER GOVERNMENT AGENCIES AND INFRASTRUCTURE PROVIDERS AND UTILITY SERVICES IN THE GHMC
HIGH-LEVEL COORDINATION COMMITTEE
AIMIM will ensure formation of a high-level coordination committee with representatives from all other government agencies, public utilities and service providers, namely, Hyderabad District Collectorate, Hyderabad Metropolitan Development Authority, Quli Qutub Shah Urban Development Authority, Hyderabad Metropolitan Water Supply and Sewerage Board, TSRTC Metropolitan Region, Southern Power Distribution Company of Telangana, Telangana State Housing Board, Hyderabad and Cyberabad Traffic Police Wings, Regional Transport Authority, Urban Ceilings Authority, Roads & Buildings Department, Urban Community Development Project, SETWIN, Telangana State Vaidya Vidhana Parishad, Telangana State Disaster Response and Fire Services, the South Central Railways, Hyderabad Metro Rail Limited, Hyderabad Telecoms etc which are supposed to take care of various civic amenities and utilities.
AIMIM will seek effective and real-time coordination among all these agencies/utilities and service providers in GHMC to ensure seamless provision of civic amenities and facilities to the residents.
AIMIM will pursue with these agencies/utilities/service providers to take up projects and works for strengthening and expanding the civic and related infrastructure in GHMC.
WATER SUPPLY & SEWERAGE PROJECTS
AIMIM will pursue with the Government to sanction funds for various projects being taken up by Hyderabad Metropolitan Water Supply & Sewerage Board to augment the network of storage, transmission and distribution of water and the sewerage network in GHMC, particularly in the peripheral areas outside the core city (erstwhile MCH area).
AIMIM will seek exclusive allocation of 40 tmc of water from Krishna and Godavari rivers for GHMC area, over and above the 16.5 tmc already allocated from Krishna and 10 tmc from Godavari, to meet the future needs of Hyderabad.
AIMIM will strive for expeditious implementation of the two new storage reservoirs planned at Shameerpet and Choutuppal (on the lines of Himayatsagar and Osmansagar) for storage of 40 tmc of water.
AIMIM will seek expeditious implementation of the schemes for providing water supply and sewerage network inperipheral areas of Rajendranagar, Seri Lingampally, Patancheru, Kukatpally, Qutubullahpur, Malkajgiri, Uppal, L B Nagar and Maheshwaram in GHMC.
AIMIM will seek expeditious completion of the projects for laying of new transmission lines and balancing and distribution (service) reservoirs of HMWSSB in the core city (erstwhile MCH limits).
WATER CONNECTIONS AND WAIVER OF ARREARS
AIMIM will persuade the government to formulate a scheme for provision of water connections to all the houses which do not have connections at present in GHMC at nominal rates.
AIMIM will ensure immediate implementation of the scheme for waiver of water tariff dues of the domestic consumers of poorer sections living in slums, Rajiv Gruha Kalpa housing and lower middle localities.
RIVER MUSI REVITALISATION
AIMIM will seek expeditious implementation of Musi revitalisation project to clean up Musi River passing through the city.
MMTS-PHASE II AND MRTS-I
AIMIM will seek expeditious completion of Multi-Modal Transit System Phase-II (MMTS-II) and Hyderabad Metro Rail project woks.
OUTER RING ROAD
AIMIM will also seek expeditious completion of Outer Ring Road project.
CONSERVATION OF HUSSAINSAGAR & OTHER LAKES
AIMIM will ensure implementation of Hussainsagar Lake Catchment Area and Improvement Project, construction of sewage treatment plants at Mir Alam Tank and Durgam Cheruvu and conservation and rejuvenation of urban lakes (on the lines of Mission Kakatiya).
STRENGTHENING POWER NETWORK
AIMIM will pursue with TS Transco and TSSPDCL for construction of 27 132/33-KV substations and 88 33/11-KV substations, provision of additional distribution transformers, shifting of overhead power lines passing over residential houses in GHMC, opening of more central break down (CBD) units and fuse-off call FOC) offices, sanctioning of new posts and filling up all existing vacancies in TS Transco and TSSPDCL in GHMC.
WAIVER OF POWER DUES
AIMIM will seek immediate action on waiver of arrears of current consumption charges of domestic consumers upto 100 units and waiver of delayed payment surcharge on arrears of consumers above 100 units consumption.
IMPLEMENTATION OF INFORMATION TECHNOLOGY INVESTMENT REGION, METROPOLITAN DEVELOPMENT PLAN & LONGTERM COMPREHENSIVE TRANSPORT PLAN
AIMIM will pursue with the Government for provision of civic infrastructure in Information Technology and Investment Region (ITIR), Hyderabad, sanctioned by the Government of India.
AIMIM will strive for modification of the Metropolitan Development Plan for HMDA and its implementation in letter and spirit to ensure comprehensive development of the metropolitan area, including GHMC.
REGIONAL RING ROAD
AIMIM will seek development of civic infrastructure in the urban nodes and urban centres, construction of new railway passenger and freight terminals and logistic hubs and the laying of the proposed 290-km Regional Ring Road in HMDA area outside GHMC limits.
AIMIM will pursue with the Government to implement the projects under the Comprehensive Long-Term Transport Plan- 2041 which envisages Phase-II of Metro Rail project, bus rapid transport system, transit and highway network as well as transit-oriented development centres, transit-oriented growth centres along Outer Ring Road and urban nodes, urban centres and major industrial areas.
STRENGTHENING OF QSUDA AND SETWIN
AIMIM will seek higher quantum of funds for Quli Qutub Shah Urban Development Authority, which has been set up to augment the civic amenities exclusively in the Old City areas.
AIMIM will seek more funds for Society for Training & Employment Promotion in Twin Cities (SETWIN) for conducting training programmes in various trades for the unemployed youth in the twin cities.
CONTROL OF AIR, WATER & NOISE POLLUTION
AIMIM will seek amendments to existing legislations and more powers for the Telangana State Pollution Control Board to ensure stringent measures for the control of air, water and noise pollution, including vehicular pollution, industrial pollution, contamination of surface and groundwater sources,
CITY-WIDE CCTV CAMERA NETWORK
AIMIM will ensure measures for creating a city-wide network of CCTV cameras for law and order and traffic control and toning up the functioning of Traffic Wings of Hyderabad City and Cyberabad police for better road safety and for preventing road accidents and fatalities.
MEASURES FOR EFFECTIVE IMPLEMENTATION OF LAWS RELATING TO URBAN LOCAL BODIES, INCLUDING THE GHMC
AIMIM will seek nomination of elected representatives on the boards of HMDA, HMWS&SB, TSSPDCL, TSRTC Hyderabad Metro Zone, Metropolitan Planning Committee, SETWIN and QQSUDA etc.
